Unable to easily switch between moving the background or portrait.

Describe the bug

When first opening TokenTool, I can only drag the portrait, even after opening the "Background Options" panel. After I click the "Change Background Image" button and close the file chooser, now I can only drag the background image even after switching to the "Portrait Options" or "Overlay Options". I'm stuck like this until I click the "Change Portrait Image" button and close that file chooser.

To Reproduce
Steps to reproduce the behavior:

1. Open TokenTool
2. Set your portrait image via "Portrait Options" > "Change Portrait Image". Verify you can drag the portrait image around.
3. Set your background image via "Background Options" > "Change Background Image". Verify you can drag the background image around.
4. Expand the "Portrait Options" again.
5. Try to drag the portrait image. Notice the background image is dragged instead..

Expected behavior
The background should only drag if the background panel is currently open.

Well, I feel dumb now. Been using TokenTool for I-don't-know-how-long now, and I've never noticed this selector:

Though, in my defence, that's really hard to see. I propose we either move it over to the side bar, or remove the transparency and do other styling to make it stand out more.

In the past I've forgotten that was there after not using TT for an extended period.

Moving it to the side is iffy. You've already got separate panes for Portrait and Background controls so it doesn't really belong on either of those. Removing the transparency might work. Or maybe changing the color of the selector when dragging to give some visible feedback.

Removing the transparency and making the background any color other than gray, or putting a border around it (that's not gray), or even changing the color of the text to not gray, would probably take care of it. It's the gray on gray that fade to invisibility.

I was picturing moving it to above the preview image, not in one of the accordion panels. But I'm not convinced that would feel great either.

My gut reaction is that more people would fail to see it if it is in the preview area as they would be focusing their attention on the work area and not looking up to the preview area to find the control.

Just making the existing one stand out more should be sufficient.

I'm still thinking the positioning isn't the problem, the gray on gray is. Hard to miss if you add a touch of color.
