Create job dashboard

sim-summary still isn't used. I was considering creating a new dashboard for job-related stuff, to see what jobs are running and jobs are pending, and the same for tasks. Possibly also add actions like scrubbing stuck or error jobs.

Monitor dashboard has been made with the sim-summary widget in it. Currently working on the job display widget
