Create test projects using evaluation data

## Summary

We have vetted data with known labels, it would be very helpful to use this data in development so that we can evaluate the accuracy of features. I recommend we setup at least one test project in the fixtures for local dev with data from our ML test set. See the current `create_test_project` function which currently uses synthetic data.
