Add location awareness to pipelines

Summary

• For a given location, which models should be recommended to the user?
• When viewing model details, what geographic extent is the model applicable for?

Implementation

• Add a field for a region polygon to Pipelines and/or Algorithms.
• Do we need PostGIS for this? Or is there a method that is sufficient without it?
• We we likely use some spatial functions for projects as well (calculate a site's polygon based on the projects deployment)

Bonus

What type of life or application is a algorithm or pipeline appropriate for? (what subject(s)) Moths, arthropods, ants, microscopy, camera traps, etc. This could be a follow up.
