Update annotations in tagtog & PubAnnotation

* [ ] Upload normalized annotations to tagtog
* [ ] Try to fix latest unnormalized entities directly on tagtog **(we could get from 303 to 331 unique relations)**
  * [ ] if changes, update LocText files and re-run experiments
* [ ] Use tagtog's automatic converstion from anndoc to PubAnnotation to get the new PubAnnotation files
* [ ] Update in PubAnnotation
