@vossjo @mhoffman Hi, there. I added python-publish.yml and cleaned up setup.py.

• Added GitHub Actions workflows python-publish.yml to get ready for publishing a package on PyPI.
• Cleaned up setup.py.

Explanation for GitHub Actions workflows python-publish.yml: once there is one release dropped, the released package will be published on TestPyPI and PyPI sequentially. I arbitrarily preset the package name to catmap.
