Consistent assignment of infection dynamics in mobility #708

@HenrZu

Description

@HenrZu

Motivation / Current Behaviour

During the mobility process, the infection states of persons who are also outside their own home county change.
One issue now is how we classify infections during travel.
Specifically, 2 possibilities come to mind:

  1. Infections by location of infection: so we count infection where the person got infected. However, this can lead to problems (also considering flows), because the number of infections could exceed the total number of persons in the county itself.
  2. Infections by home location: Always assign the infection to the home location of the infected person. In this way, however, we lose valuable data.

Enhancement description

We should find a consistent way of defining infections in this group.
