local deepcamera support

Issues:

1. detector plugin and api_server port is same.
2. Minio is not configured correctly
3. I am not able to run the application as conveinly the cloud deepcamera support.
   Local_deepcamera support is very less and i could not customize the docker file as i downloads it every time.
   To Reproduce
   Steps to reproduce the behavior:

sharpai-cli local_deepcamera start

Expected behavior
should be working as deepcamera but not at all
