Update build action to use `--tag-base` feature

I think it should be possible to present this in a non-breaking way, not sure if possible

Once ApeWorX/silverback#245 is merged and released, we can refactor this action to drastically simplify it by just directly supplying --tag-base as well as --push (conditionally ofc) in order to streamline building and publishing the images
