How do I acquire a new tokens if the current ones expire. I attempted to use the wizard but got an 400 and 403 errors.

Tokens are only valid for 24 hours, so for long-lived applications you'll need to use the oauth flow instead, as you discovered. The example you provide uses a third-party tool. Do you encounter the same problem when you attempt to authenticate directly in the SmartThings CLI?
