(I wasn't exactly sure where to put the RioAprilTagDetector class, so I left it in util. You may also notice that some network classes have been modified; but this wasn't done by me, I just ran :spotlessApply)

Added a customizable DriveFilter class to make driving with controllers easier.
Added a AprilTag Detector class that can detect AprilTags with one function call*, plus some methods for retrieving detection results.
You'll need a USB camera plugged into one of the USB ports on your RoboRIO for it to work.
