Combined prjxray-tools and prjuray-tools

[prjuray-tools](https://github.com/SymbiFlow/prjuray-tools) was "forked" from [the prjxray tools](https://github.com/SymbiFlow/prjxray).

There is a lot of duplication between the two and it would be good if they could be merged.
