[1.17.1-1.20.1]TileEntities aren't read properly

Description

Block with tileentity(e.g. Track and Multiblock in IR) can be placed but will disappear after rejoin the world

How to reproduce

1.Install UMC and IR in MC 1.17.1/1.18.2/1.19.4/1.20.1
2.Place a track and exit
3.Rejoin the world

Let's figure this out in 1.17.1 and hopefully it will be easier to forward-port the fix 👍
