将 workflows.mdc 的内容融入到 cloudbase-rules.mdc 中，统一配置管理

主要变更

移除了对外部 workflows.mdc 文件的引用
将所有工作流程规则直接整合到 cloudbase-rules.mdc 中
包含部署流程、文档生成规则、配置文件规则和 MCP 接口调用规则
通过硬链接同步到所有 AI IDE 配置文件

影响

简化了配置文件结构
提高了规则文件的完整性和独立性
所有 AI IDE 都将获得统一的工作流程指导

测试

已验证硬链接状态正常
所有配置文件已同步更新
