Raw file reads and writes are unbuffered

Raw file reads and writes are unbuffered. Notable on Replay reads/writes. STR reads.

Needs improving.

For reference, in Thyme we added this for buffered io: TheAssemblyArmada/Thyme#453

I noticed this in the game engine file handling, i think by default it is using the raw read functions rather than the standard buffered ones.

I profiled unbuffered vs buffered io and buffered is significantly faster.

Unbuffered IO 2.50 seconds on game boot
Buffered IO 0.25 seconds on game boot

I did put an English generals.str into the game folder because I know that this puts extra stress on IO, because STR format is read with very small chunks from disk.
