Enhance replay viewing experience

Request: When watching a replay, enhance the viewing experience by having the option to:

• Adjust replay speed (normal, 2x, 4x, 8x, 16x, 0.5x, 0.25x, etc)
• Pause/Play
• Go back/forward 10/30/60/etc seconds
• Jump to a specific timestamp
• Jump to a timestamp where a player surrenders/quits
• Display an APM counter for each player

From my understanding, GenTool will not be updated for the "Community Patch" since the goal is to have this functionality built-in.

When I use the J and K buttons, I see the timestamp changing in the bottom bar, but nothing happens.

it will auto-pause at that timestamp, either when watching normally or fast forwarding.
