Rebels of the Rebel Ambush die on Spawn

Bug Description

Did not test this in generals

When placing down the rebel ambush in water or near impassable terrain, makes the rebels spawn on the closest spawn able edge to the location you want to spawn them at. But some of the rebels instead of spawning on passable land they still spawn on impassable terrain making them spawn and die instantly after placing down the Ambush.

I did test this in the patched version

Reproduction Steps

1. Place a rebelambush in the water or on impassable terrain
2. watch some of the rebels die on creation
