Incorporate data retrieval code from PUBAD

Incorporate functionality from: https://github.com/wfarmer-usgs/PUBAD/blob/master/R/readCompileFlow.R in build nwis dataset or a similar new function. Will require some thought regarding whether the existing nwis function can be extended or if a new related function is needed.
