How do you enable HDR exactly? I tried almost everything but couldn't get HDR to work

I seem to be the only that can't get HDR to work. I installed
Virtual.Display.Driver-v24.12.24-setup-x64.exe just fine and
My PC has fresh install of Windows and I'm running 13900K and 4080 so I don't think my PC is the issue here. My windows version is 10.0.22631 Build 22631 23H2

Anyone knows how to resolve this?

Hdr work's in win11 only

Whilst yes it does only work in windows 11, you can see that it is windows 11, it only works in 23h2 and later
