Support for OpenCV GPU Module and GPU Deployment

Add support for deploying to an Nvidia GPU device such as the Jetson TK1 and TX1. Use the GPU module when possible to offload operations from the CPU to the GPU.

We could try using the transparent API (T-API) introduced in OpenCV 3.0.0. I'm not sure how well JavaCV supports it. We could also add a setting for preferring CUDA functions when possible (again, not sure how well JavaCV supports it)
