Check LibC Version in Build

If you don't have the most recent version of GCC when trying to run GRIP from a build it dumps a bunch of errors from network tables and then crashes.

We should just make a simple failure message that happens at the beginning of the build telling the person to update their C compiler.

Why does GRIP need a C compiler? Just curious

I have been able to run GRIP without touching anything C related.

Yeah, it definitely doesn't need a C compiler

Is this only on Linux? I thought Windows did not use libc?

We had this problem on a ubuntu machine that wasn't up to date. I don't know about windows
