add owner-address search criteria to bulk downloader

Instead of just using spatial criteria to filter parcels, it would be helpful to filter parcels based on data. While we want to eventually allow for arbitrary data filters, a good first attempt can be around owner address.  This would support a lot of local work and since the data is already part of the parcel index, would make implementation easier.
