Update pe2loaddata in CellProfiler environment

pe2loaddata has gotten a new release which fixes the issue that we were having when trying to generate LoadData CSVs. We should update the environment to reference the new PyPi release over the specific commit hash from GitHub.

We can then evaluate if we are seeing any new issues.
