wis2box 0.2.0 released

This is the second working release of wis2box. Updated capabilities include:

• secure data: addition of access control for WAF and API components
• decoupling of BUFR and GeoJSON handling and plugin management
• monitoring: add monitoring capabilities (data ingest, transformation)
• numerous UI/UX updates
• documentation updates/migration to Read the Docs and new URL
