wis2box 1.0b4 released

This is the fourth beta release of wis2box. This release includes a number of bugfixes.

Updates

• discovery metadata publication: fix message publication for discovery metadata (Problems with publishing metadata using wis2box #454)
• metrics: do not display failure descriptions: metrics (don't display failure descriptions #455)
• update to latest stable versions of csv2bufr, synop2bufr and pymetdecoder (Update to versions of csv2bufr, synop2bufr and pymetdecoder used. #457)
• safeguard station metadata geometry z (safeguard station metadata geometry z #458)

Migrating existing installations

There are no migrations required when upgrading from 1.0b3.
