Nextpnr tracks spines 6 and 7 and will not allow their use without DCS, but segments associated with 6 and 7 can't necessarily rooute through the spines, so allow their use. This will free up general purpose wires. Signed-off-by: YRabbit <rabbit@yrabbit.cyou>
