enhancement: admin can lock sync behaviour options

We are using a somewhat outdated version of grouptool. If you have implemented this feature already, please delete this request.

We heavily rely on database enrolment and periodic synchonisation with our campus management system to manage groups and students in moodle. If teachers use AMC grouptool to create additional groups and set the option "when deleting a group" to "recreate group" they can break our group and user synchronisation due to conflicting group ID numbers.

Therefore, to avoid conflicting group ID numbers I need to be able to lock the options of sync behaviour as moodle admin in order to keep course editors (teachers mainly) from changing the default settings.
