ssh issue with github windows runner

Hello everyone i am using windows 2022 as my github runner and i want to ssh into a different windows machine i have configured for my user with private key to login i am able to login in manual way when i am trying to login using github workflow by adding private key as a secret it is running as a nt authority\system not able to ssh permission issue please help me
