chore: update global changelog

Description

Updated the global changelog to include the latest release notes for v1.7.0.

This step will be automatic by including it in our release scripts (#5528).

Motivation and context

The command to generate the changelog was not included in the latest publish script, so this manual change is required to keep our documentation in sync with our latest release.
