Tint and Temperature Tweaking

Coming from another repo's discussion, I wonder if instead of hue wheel change, maybe there is a way to make color temperature and color tint change instead (similar to tweaking the last two values of YUV/YCbCr/YIQ/YCoCg)? Nerogar/OneTrainer#617 (reply in thread)

We can have a transform, that, instead of converting to HSV space and adjusting hue convert to any other color space and tweak parameters there.

Looks quite similar to HueSaturationValue implementation.
