Create Advanced algorithm developer sub section

Flexible on how we make this but @zeryx and I thought it would be cool to have it in a FAQ format under algorithm developer section.

It would include sections from besirs post: https://blog.algorithmia.com/advanced-algorithm-design/ and optimizing algos and anything else that we think is needed in there as an FAQ style guide. 

Should be generic for all algorithms/models
