Support different CODEOWNERS on Xilinx, ADSP and O-RAN branches

CODEOWNERS can't specify per-branch owners so it needs to modified on each branch and excluded from synchronization.

Since the workflows don't patch .github anymore, rather, the jobs are shared actions, we can proceed with setting up different CODEOWNERS
