Description

For now, we only provide an admin user to access AMS with all privileges, which limits we open AMS to more users.
We should provide a read-only user to some people who cannot change but can access the system.

This change requires AMS to provide a more flexible user and permission system.
For now, we can opt for a simpler implementation and gradually enhance it in the future. However, we may need to reserve extensibility in advance.
