[hotfix][build] Update Python CI Java version to fix CI

Purpose of the change

Set up the Java version for Python CI to >= JDK 11.

This change is already covered by existing tests (Existing CI)

Looks like we're past the bytecode version error now. Are the new errors due to test setup or stale test cases or actual regression?
