Check if `drush apigee:sync` has the same issue for team member sync than for developers

Follow up on #1152

(Since team members stored in an attribute on Apigee X, from the App group's last change date it could be guessed if there is need to sync members for an App Group or not.)

Implementation is checked using both drush command and Drupal UI.
After running this command drush apigee-edge:sync second time, it still updates the developers.
As per the behaviour you mentioned, it is not working in that way.
Checked for team-members update command drush apigee-edge:sync too, it still goes through all the teams, not working as per the expected behaviour.
