Support setting maxStale on operations declaratively via directive

MaxStale currently needs to be set programmatically per usage. This library has made good progress supporting declarative definitions of data lifecycle. Supporting this on the query or type would allow more schema control over this behavior.

This could be done with a new directive specific to operations (query MyQuery @maxStale(maxStale: 60)) , or by adding a dedicated argument to the existing @cacheControl one (query MyQuery @cacheControl(maxStale: 60)).
