This change implements VPC Connecting method for Azure provider.
The newer version of awi-grpc protos contains additional field in Network Domain structure - Region. With that, it is easier to get given VPC based on Network Domain.
This change adds a README explaining the Connectivity approach in Azure and refactors the code to simplify the solution.

This change refactors the code and adds a separate package in Azure package accesscontrol for better control of Networking Security Group Rules in Azure. This code additionally implements App Connectivity in Azure based on labels.
