update to newest coremltools

Hello,
I tried to convert a segmentation model to Core ML and encountered an error. I was able to convert the model using the newest coremltools, but it just doesn't run on the latest iPad with ANE. Arrays are on the input/output. It looks like the requirements files should be updated.
By the way, amazing repo!
