Create a Windows-delivering form of "mkhere"

With the new altcache support, it is possible to use "mkhere" without chroot at all. Note that "mkroot" still needs chroot to work, so this is not a complete solution to get things working on Windows.

Oh, and of course the whole idea of "chroot" is to be able to build in another environment, so environments that skip chroot like this can only build for themselves as a target.

Commit cebe688 added the capability of alternatives to chroot for switching from host OS to build OS.

Please edit lib/pkglib to insert the proper pkg_dependencies() formulation for Pacman.

• Deliver dependencies for a list of packages
• Output in lines with only a package name
• Output lines are unique; if you have awk, you can find a quick formula elsewhere
