[Bug]: Patches fail to apply if source exists in multiple labels

What happened?

If a file exists in multiple labels and a possible patch can be applied via --fix then the subsequent labels don't apply the patch correctly since it has already been applied.

I think we'll probably treat this as "working as intended" since it's not designed for a source file to be "owned" by multiple library targets. If those targets have fully-overlapped srcs, maybe one of them should be excluded from linting with a tag?
