Now that I read APE 1 again while cleaning up #115 , I think we don't need this arbitrary "Notice of Replacement" section, as we can perhaps append the info under "Decision rationale" instead. This is because APE 1 establishes "Status" and "Decision rationale" as a pair.

Also according to APE 1, Previous versions of this APE and revised-by sections should also be updated.
Sorry for the nitpicks but if we want the community to follow APE 1, I think we should set a good example of following it ourselves.

This closes #121 by adding a notice that APE8 is superceded by the NF Code of Conduct.
Note that this decision was made at the most recent Astropy Coordination meeting and was discussed at length in several issues and dicussion forums, so this change to the APE does not require the full APE revision process timeline (i.e., the timeline has already elapsed, and then some).
