Currently the variables persisted without 'export', which causes 'kops create cluster' command to fail, since it expects KOPS_STATE_STORE variable to be exported.

Currently the variables persisted without 'export', which causes 'kops create cluster' command to fail, since it expects KOPS_STATE_STORE variable to be exported.
