Refactor carts phase 2

phase 2 : add features

- Security: Application Security : Amazon Verified Permissions (see wider security requirements)
- EDA : publish events to the main Event Bridge Bus for changes of the entities managed by this microservice
- Scalability : able to scale service to more than 1 task on Fargate / load testing
