Description of changes: In non-interactive mode, users can optionally add --retry=maxNumberOfTimes and the Q CLI will retry the designed model every 1s, 2s, ..., 1 * 2^(maxNumberOfTimes - 1) seconds. Added test that simulates model throttle error as well.
