Description of changes:
This PR contains a custom Config Rule to check if Automated backups are enabled for an RDS instance. The Rule is COMPLIANT if automatic backs up enabled (backup retention period is greater than 0). Rule is NON_COMPLIANT if automatic backups are disabled (backup retention period is 0)
