Bug: Networks with previous claimable incentives continue to display

It seems that networks continue to display in the Claimable incentives section, after they have been fully claimed and now have a zero balance.

For example, for this user:

In this example, Ethereum & Optimism should not be displayed, since there are $0 to claim. When clicking into these, it really does appear that there is nothing to claim:

If there are tiny balances, the user should be able to see the network and claim. But if the network really has zero to claim, do not display it in the list.
