Software Updater displays that WinGet is not available

1. Make sure you have supported os.
   WinGet requires Windows 10 1809 (build 17763) or later.
2. Make sure you have WinGet installed.
   Installation instruction is available here.

Software Updates checks for updates very long Make sure it is not first time when you use WinGet.
If it is first time use winget upgrade command and accept terms.
