Make Status filter a drop down #2599

I want the dashboard Status filter to be a drop down of choices
so it's easier to filter
Description:
Currently filtering on the dashboard status requires user to type in the word. This is more work than needed and there is also a bug that hen users type in 'conditionally approved' the filter doesn't work. This ticket is to make the Status filter to be a drop down of pre-defined choices for the different status possible (all status)

- Status filter drop down has all the status that are allowed regardless of their use
- Status are in order that it does in the internal status drop down in the header
