Supporting TAC change in WFPREV-777:
When in prepared/in-progress, if a user unchecks a box or boxes for an endorsement / approval, it should be set back to proposed state. Only the box or boxes that were unchecked will be removed.
It should show a warning modal for the status change: 'Confirm Change to Proposed'
