Front-end improvements from user feedback session

Describe the task
A review and feedback session was held with TSC staff to review the testing activity search screen. Feedback from users focused on front end changes to allow users to see more data and allows them to interpret it more efficiently.

Acceptance Criteria

• The first two columns (Lot # and Request ID) remain fixed during horizontal scrolling
• Padding between columns is reduced to optimize space
• Date column displays values in YYYY-MM-DD format
• Comment column is widened to accommodate longer entries - we potentially might need the ability to scroll within the cell
• Default number of rows displayed per page is set to 100
• Toolbar button should stay and align to the right on different screen size
• Validate length of each lot#
